105.5.59 (#2) Pyrotechnics and Special Effects in Production

Specific Responsibilities for Production Special Effects:

  • Licensed Professionals: You must ensure that all pyrotechnic effects are conducted under the direct supervision of a State Fire Marshal licensed operator. All other hazardous operations (e.g., welding) must be performed by qualified and experienced personnel.
  • On-Set Fire Safety Officer: A designated and qualified Fire Safety Officer (FSO), approved by the Fire Marshal, must be present to oversee all permitted hazardous operations.
  • Conduct Safety Briefings: Before any hazardous operation or special effect sequence, the FSO or licensed operator must conduct a safety briefing for all cast and crew involved.
  • Provide Fire Watch: You must provide a dedicated fire watch equipped with appropriate fire extinguishers for the duration of the hazardous activity and for a minimum of 30 minutes after completion.
  • Manage Hazardous Materials: You must safely store and handle all flammable or combustible liquids and gases in accordance with the Fire Code. Keep quantities on set to the absolute minimum required for the scene.
  • Vehicle Safety: For any motor vehicles used on set, you are responsible for ensuring fuel levels are minimized, fuel caps are secure, and batteries are disconnected when not in use to prevent accidental starting.
  • Maintain Separation Distances: You must strictly maintain the approved separation distances between all special effects, fuel sources, and ignition sources, and the cast, crew, and audience.
