Over-the-Counter (OTC) Permit Overview

• Over-The-Counter permits include water heaters, furnaces, electrical upgrades, re-roofing, windows, photovoltaic, garage doors, siding, kitchen and bathroom updates without walls moving, and replacement of sewer laterals.
• A homeowner or a California State licensed contractor can apply for these permits.  
• Contractors must have a valid contractor license through the California State License Board and have a valid South San Francisco Business License.  SSF Business License Information
• Applying for an OTC permit from your home, office, or on the go can save time and money.  

Eligibility

• Homeowners and CSLB licensed contractors (aged 18 or older) are eligible to pull an OTC permit.

• The City's permitting system for OTC permits is only available through the portal.  Only online applications are accepted.  https://permits.ssfca.gov
