City Treasurer
The City Treasurer is responsible for investing City funds to ensure they are invested safely, the City has the liquidity required to manage its day-to-day operations, and maximizes the return on investment. The City Treasurer produces quarterly investment reports to identify amounts and types of investment instruments. The City Treasurer is elected to a four-year term and serves in a part-time, salaried position. The current City Treasurer is Frank Risso.

As a fifth generation South San Franciscan, Frank Risso's roots run deep in our community. Born into a family-owned horticultural enterprise, Frank opted instead to follow his passion for Accounting and holds a Bachelor of Science in Business Administration with an emphasis in Accounting from San Francisco State University. He brings a wealth of experience in accounting and financial management, cultivated through his extensive tenure in the private sector working as a Corporate Controller in several media and technology businesses. Previously, he also worked as an auditor at multinational accounting firm Deloitte Touche.
First elected as City Treasurer in 2013, he subsequently went on to be re-elected in 2018 and 2022. Over the course of his tenure as City Treasurer, Frank has worked diligently to ensure the objectives of his position are met: (1) that public funds are invested safely, (2) that the City has the liquidity required to manage its day-to-day operations and (3) that we maximize our return on investment.
