30 Day Public Comment Opportunity: Prohousing Designation Renewal

The City of South San Francisco is seeking public input on a draft Prohousing Designation Program renewal application the City will submit to the California Department of Housing and Community Development Department (HCD) by December 31, 2026. The application describes the actions, programs, and policies the City is pursuing to increase the availability of affordable housing. You may view and download the draft application using the following link:

Background

In 2023, HCD designated the City of South San Francisco a “Prohousing” city. According to HCD, Prohousing designations are intended to “acknowledge and support jurisdictions that go above-and-beyond state housing law to help accelerate housing production.” Because Prohousing designations are only valid for three to four years, the City must submit a renewal application to HCD by the end of the year to retain its status as a “Prohousing” city.

Public Comment

Prior to submitting a renewal application to HCD, the City is offering residents and other interested parties a 30-day public comment opportunity to provide feedback on the City’s draft application and overall progress towards making housing more affordable. You may leave a public comment anytime between Friday November 6 and Monday December 7 using the survey link below:

Additionally, there is a City of South San Francisco City Council meeting on November 10, 2026, at 6:30 PM that includes an agendized discussion item regarding the draft Prohousing application. The City Council meeting will be held in-person at the Council Chambers of the Library | Parks and Recreation Center at 901 Civic Campus Way in South San Francisco. You may provide public comment during the City Council meeting—please refer to Public Comment for City Council Meetings for more details.
