First-Time Homebuyer Loans & Education
HEART of San Mateo County offers housing resources, homebuyer education, and first-time homebuyer loans to income-qualified households throughout San Mateo County.

Minor Home Repair Programs
Income-qualified homeowners in South San Francisco may be eligible for assistance for critical health and safety repairs, accessibility improvements and home preservation services.
Business License Requirement for Rental of Residential Property
Starting January 1, 2025, all property owners who make residential real property available for rental occupancy for periods longer than 30 days are required to maintain a valid business license. Previously, this requirement applied only to all multi-family residential properties with more than five units. The requirement now applies to all residential rental properties, except for owner-occupied dwellings where one or more rooms are rented to tenants.
Business License Fee: Residential rental properties are assessed a business license fee of $50 per unit, based on the total number of dwelling units on the property. This fee is adjusted annually based on the Consumer Price Index (CPI).
Penalties and Delinquencies: The penalty for nonpayment will be 10% per month, up to a maximum of 100% of the underlying tax. This replaces the prior penalty structure that capped at 25%.See § 6.12.150 Delinquent Payment- Penalty.

Residential Tenant Relocation
The City of South San Francisco's Residential Tenant Relocation Ordinance establishes requirements related to tenant relocation assistance when tenants are displaced from rental units that are determined unsafe or uninhabitable.
The ordinance is codified in Chapter 8.70 of the South San Francisco Municipal Code.
